Religious head scarves are worn in a distinct style that immediately give them away. You're not disguising one of those as a simple accessory.
I wear a headscarf in the winter. Looks just like a hijab. I'm not wearing it for religion.
It's fine to not want to show your hair. Some people don't want to show their belly, shoulders, cleavage, legs. Nothing wrong not wanting to show your hair.
