Debian is a free operating system (OS) for your computer. An operating system is the set of basic programs and utilities that make your computer run. Debian provides more than a pure OS: it comes with over 59000 packages, precompiled software bundled up in a nice format for easy installation on your machine.
Don't know about kde, but it seems like the two things are looking at a different number. Maybe a release file vs package number or a library call.
You could look at dpkg/apt list and see if you have some packages with those version numbers. Maybe something didn't get through the queue in time. Especially since it's Sid.
Also, if it works, it probably doesn't matter what the numbers say.
