Perhaps Steam's policy should be 2 hours or 10% of expected playtime as set by the devs, whichever is greater, perhaps with a max of 10 hours. That seems pretty reasonable to me.

My goal is just to have a community where people can go and see what new game news is out for the day and comment on it.
