Reverse image search eventually lead me to something called the "Pineland Resistance Forces", which seems to have something to do with the Special Forces Qualification Course. Best I can tell, "Pineland" is the name of the fake country where the scenario for the training simulation is set, and the Pineland Resistance Force is the... fake guerilla team the participants are working with? The single article on the subject I kinda-sorta skimmed through wasn't entirely clear.

That said, the Pineland Resistance Force flag is argent on the bottom and says "Liberty 1870", but everything else is pretty much spot on.

tl;dr seems to be a US Army Special Forces thing.

Yes! The Special Forces go through a training course called "Robin Sage". A blogger did a good writeup on it halfway through this article.It takes place in a fictional country in very real North Carolina towns. Their job is to help a resistance force fight off an occupying military. There's a bunch of world building to set the stage for it

Where'd you see it? What plates on the vehicle?

California had a revolt against Mexican rule in 1846 called the Bear Flag. California joined the US at the conclusion of the Mexican-American war in 1848.
In 1877 there was the Battle of Bear Paw in Montana against some Native Americans.
Salt Like City was founded in 1847 (though doesn't seem to have any bear associations).
