They have to have special wetsuit uniforms made just for them though

Yeah but ALL the uniforms on the Oberth are wetsuits, since their turbolifts are actually just waterslides

Always thought they just had a two way always on Transporter to go from upper and lower decks. Glad it's been sorted out.
