This is not "botched". Destroying worker protections, such as the NLRB, is incredibly high on their list.

OSHA guidelines are weird in that they're just guidelines until a fatality. I've spoken with several osha reps and they're so wishy-washy about the guidelines when asking for clarification but when something happens they drop the absolute hammer. State osha, like Washinton state WISHA are more straight forward when asking for clarification.
