Counter point: judges would not need to use such sweeping relief if the law was being followed.

Counter point to the counter point: if Mr Hawlly got Congress to do it's job it would not be a problem because... And this one is tricky... They write the law that judges follow.

If you don't like the laws that judges are following and you're in Congress then it's your fault.

I agree with the congress part. They’ve been worthless for a long time.
