Doing so would be reckless and have minimal, if any, returns on issues of national security.

In other words, I absolutely believe this administration is capable of having done what China is accusing us of.

China, Russia, and North Korea have all been doing this against the "common man" in the EU and US for at least a decade.

I'm sure the EU (several countries) and the US have been doing it to military targets, but I doubt they have targeted "the common man"

I can certainly imagine us doing it to certain key economic targets, but with layers of deniability. Not that such a thing is morally right, but I can see US intelligence pulling such a thing if they thought it had commensurate returns.

On the other hand, "Blatantly poking China just after Trump gets into office" has the administration's filthy and incompetent cheeto handprints all over it.
