The European Commission vowed to draw lessons from a massive power outage that swept across the Iberian Peninsula—a blackout of "unprecedented magnitude." Brussels, working with national grid operators, will examine the EU’s preparedness and the root causes of the incident, which may qualify as a "major" level 3 electrical emergency, the bloc’s highest classification. As a panel begins its six-month probe, the EU is also calling for stronger power links between Spain, Portugal, and mainland Europe.
