I tend to guess it's the latter since this is what happens in real life.
Yup, off the top of my head it has a lazarus pit beneath it that created Solomon Grundy, a cult summoned a bat god named Barbatos that was imprisoned, the original founders pissed off a witch who cursed it, the people behind arkham asylum were cultists who experimented on patients, AND the goddamn court of owls exist.
