Apparently it's a reference to an Italian dish using tomatoes and chili...I don't know why they didn't use a picture of the dish the meme is referencing

YES! I started making it after watching foodwishes cook it and it is the best Italian pasta dish I've ever had in my life. The pan cooking of the pasta gives it such a crispy texture.
