Maybe more of the Putin-playbook, he became one of the richest men on earth by pressuring the oligarchs into paying him. I am almost certain they talked about this in the 2h one-on-one in Trumps first presidency.
I was thinking more along the lines of China's Social Credit System.
That's probably the long game for the techbors, Americas Oligarchs. Trump is a good tool to bring that idea into a country once called "leader of the free world". By giving him money to buy more shiny toilets they make sure they don't fall on his bad side so they can do whatever the want.
I think he's more of a reveal of what US already does, in a retarded, brazen, disregard for optics type of way.
