As of last month this practice has been stopped and sites are only blocked by Cuii following a court-odrer.

Wouldn’t this form of website blocking only work if the user uses their dns?

Would self hosting an unbound server bypass all of this?

The vast majority of people use the default ISP DNS. This is a very successful type of interference.
