Not sure what all the downvotes are about, as I disapprove of this scene as much as anyone else here. I will leave it up. It's a scene from the Naked Gun, with Liam Neeson and Pamela Anderson. Someone thought it would be funny for him to run down a cyclist without noticing. You can see the cyclist in the air, through the back window.

Frank Drebin crashing his car into something without noticing is a recurring joke that goes back to the very beginning of the series. It happened every time he drove anywhere in the TV show version that predated the original naked gun movie. They've been making this exact joke for decades at this point, don't think its more targeted than it is.

A writer didn't go into the writing room with bloodlust. They were continuing a longrunning joke.

The "it's just a joke brah" defense? Frank mostly hit garbage cans. He could have hit anything, or even any kind of cyclist, but was a choice to invoke the hated MAMIL because the audience is supposed to feel schadenfreude and righteousness, not horror or sympathy. Jokes demand a punch line like crime mysteries demand a criminal; this could be seen similar to how the criminal was always a black man talking jive in the 70s. Doesn't matter that it's a joke.
