It's complex in that Yemen is a divided country and they killed the PM of the government that governs the Houthi controlled part of Yemen.

Internationally he would probably be labelled "The leader of the Houthis" because the Houthi government isn't recognised by most. Conveniently that sounds much more like a terrorist leader.

.. or the president wanting to call for flying flags at half mast for a youtube personality ... rather than for the death of one of the highest state officials in the country (in ~~Michigan~~ Minnesota Melissa Hortman), including her husband and the attempted killing of a senator and his wife ... an event that should have been treated as a major violent political event but was downplayed for the mere fact that it was political opponents.
