I think there is a windows build of kdenlive if you want nonlinear editor with a gui. It uses ffmpeg under the hood, which was suggested by another commenter.

Its great. Some commands aren't intuitive, but there are tutorials. And if you are looking for the output button its under Project-->render. Chose speed of task makes a quick output by larger file, slide the slider to slowest for better compression.

I use Openshot for more complex tasks, and Avidemux for everything else. Avidemux isn't super user friendly, but it allows you to do thinks like remuxing or snipping without taking a million years.
