In the latest chapter of Doom Messiah, we briefly got a look at a new type of Imperium officer, the judge of the change.
He was suddenly distracted by a massive commotion near the entrance of the camp. There was the Monokuma banner, then the black-and-yellow arrow flag of the Imperium. It was an Imperial envoy. Alscaen hurried towards the entrance, where a boy he’d never seen before was standing with a platoon of monokuma units.
“I am Hajime Hinata, Judge of the Change”, he declared. “I am on official business for the Imperium of Despair.”
A judge of the change?
As if reading his thoughts, Hajime continued, “The Padishah Kaiserin has appointed me to evaluate the possibility of placing more Despair Speakers under your command.”
Alscaen bowed. “You will not be disappointed, judge Hinata. My assault on Moscow will begin in a few hours.”
Other than that, we don't get a lot of information about the position and its function. So to satisfy your curiousity (honestly, how many of you are even reading the actual fanfic lol), I'm just going to explain it right here.
Again, I ripped the name from Dune. Although this time, their function is quite similar to the original.
Basically, whenever a major change was to be made, such as in this case placing more Despair Speakers under the command of general Miller here, it was not done immediately. Instead, a Judge of the Change would be appointed to observe and reach a decision, which they would then report to their superior, which in many cases was the Padishah Kaiserin herself. As such, Judges of the Change were very respected within the Imperium.

This particular judge, who became a mentat through the same R-probe procedure that would later be applied (albeit semi-accidentally) to Sayaka Maizono. During the later days of the Imperium he began to suspect the existence of the Golden Path, but by then it was too late to do much to avoid it.
Although Judges of the Change were important, their job was actually relatively useless as the Padishah Kaiserin was perfectly capable of such decisions herself. Their primary function was to provide her with data that was needed for a projection-map of the world.
The Judge Uniform was similar to that of Despair Priests, although the robes were shorter and lined with gold instead of black. In addition, they were usually escorted by mostly ceremonial units.
After the collapse of the Imperium, most Judges were captured and imprisoned.
