Seems like an overstated title when the content is "government employees" like it is 99% of the rest of the time this headline gets written.
Because then they can't surveill you as easily.
I mean, that may well be true too, but it's telling specifically French government employees to do so. It's not that unusual for even regular businesses to place constraints on how those employees are communicating to something that their IT people have vetted.
