The dude is holding the rebar hook on a tether meant for fall protection. No chance he is going to be able to hold on if that guy falls, they are like 1/4" thick.
That's why he should clip it to his belt loop, and sit down.... For safety.
To be fair, it's probably not intended to hold him suspended in the air, just pull him back from the precipice and prevent him from toppling over if leans out too much.
