Not an American, but it really reads like they redefined 3D printer as meaning "literally any kind of cnc machine".
Just wait till they find out about regular paper printers...
They are not producing 3D objects though, unless you go in with a microscope which I belive is out of scope.

They could print out a cut and fold guide to make a 3d object. Not saying that is a reasonable read of this, just something to argue in court if this somehow makes it to law.
So a manual mill and a receiver blank are not? If you wanted to build something like this yourself, this is a better option than a 3d printer.

How is that going to work? You can buy printers piecemeal all the way down to the belts, rails, and structural parts. There are complete BOMs online for free. Or you can buy from alibaba or banggood or something who probably won't declare it properly.
I guess they will get a punishment if discovered. Duh.
Of course the actual illegal users aren't going to register shit. But you can punish them harder when you find them.
To be clear I am very much against this considering I own a 3D printer myself and I am a reasonable person.

Maybe someone really should explain this to people like this. If you want to make a useful gun, it's far better to make it using old school metalworking tools. 3D printed guns are really shit and still need a metal barrel and stuff. Maybe make a video showing the steps of how to make a gun WITHOUT a 3D printer?
You know what would be more effective? Actually vote people out of office for making insane proposals, but we all know that will never happen.
