Cuba enjoyed massive support from the USSR for decades and it's still an economically backwards shithole. All the US does is refuse to trade with them.

Cuba has a higher life expectancy than the US, by three years. And they accomplished that while being econmically strangled.

That removes people from it how? Someone will hold influence, thus power, regardless of how decentralized you get.

It doesn't remove people. It reduces the principal-agent problem of representatives you can't instantly replace.
