Not an official implementation, but there were extensive talks about it and someone was working on a plugin.
Is that only between an instance of discourse and the rest of fediverse? Does it also apply for different discourse instances talking to each other?
Essentially, I’m wondering whether I can use 1 account to comment across different forums.

No the software in this case is a classic forum software and stands alone.
You can use any subdomain for any type of instance but if you see it on lemmy then its federated.
