Not stop them or anything useful... just slow them; maybe keep them out of the news cycle entirely.

They're suffering from being on the take from the same owners as the republicans. Most of congress are a bunch of treason-weasels which should be charged and tried as such. Only a handful of them are even trying to fulfill their obligation to uphold the constitution.
