I've never seen a "disposable" lighter that didn't have a gas filling hole.
went to my junk drawer and got one, Doesn't have anything on the bottom and top won't come off without breaking

You can actually remove it pretty easily. I recall because I removed that shiny metal bit so I could follow a life hack video that allows you to increase the flame size. I'm sure you could take it off and refill it.
