Simpsons is a very over-the-top kind of thing. Most of the characters are horrible if they were real.
Like, Homer literally physically abuses his son. Skinners basically fucks up education for the kids. And there are many, many more I could write about.
But you still like them, while you'd (hopefully) despise someone who chokes his son when he's angry at him.
So, that's your answer, it's very over-the-top and it's funny because of that. That's why you like Burns, even though he would be a total piece of shit in real life.
