My Samsung phone does this to my skin if I put the filter on. It's pretty ridiculous looking.

That's Homo Instagramus, a new species of hominid that exists only on Instagram, as it requires excessive camera filters to stay alive. When deprived of filters, the instagramus' genetic code loses stability, and it reverts back to a human being.

This looks like poorly done masking of skin issues to me. Notice how it excludes the eyes and parts of his skin near the hairline are not blurred.
