Baron Munchausen was a fictional character from the 1780s. A bit of a parody a baron from the time who liked to exaggerate his stories but it evolved into its own little universe. https://en.wikipedia.org/wiki/Baron_Munchausen

There's also a Terry Gilliam movie from '88, don't know how much it follows the lore though but it was okay
There's also a soviet film The Very Same Munchhausen, from 1979. It's in two parts on YouTube with english subs
I might have to track that down
