If you insist on using sexual language here, which is really a weird obsession on your part, the analogy would be...

The reason for the sexual language is that it's more immediately intuitive/tactile to understand for most people.

The cameras weren't installed assuming the data would've been shared. In fact it's illegal to do so.
The cameras were installed though. You gave them the opportunity.

Its still illegal to share the data and people didn't give "consent" to share the data
All it takes it them telling a judge they need to use it to make it legal. Sue them if you think it is illegal, but my guess is they'll file evidence under seal & have the judge tell you they had authority.
