By giving advance warning of your long-range attacks, you reinforce to the enemy that you are interested in attacking capabilities, not personnel. It gives enough time to evacuate people but usually not enough to secure equipment and infrastructure.
It's also about shows of strength for political purposes. We haven't seen total war in ages.
Ain't Russian Ukraine war a total war? Though only Russia seems to be doing it.
From the Ukrainian perspective maybe. Russia hasn't drafted yet.
