Those things are layers of webbing and cardboard/plastic. Better and easier to use a seatbelt cutter on any straps you can reach.
I bet tin snips would go right through them
If they see you with tin snips they'll mace you immediately for approaching with a perceived weapon. Seatbelt cutters are compact and not recognizable.

I'd take you up on that. Never had tin snippers, but even sharp gardening shears go havoc on bendy stuff that gives.
