Only if it's a truly tiny pond and the leaf sits there for a while. I do see puddles a bit like that, although I'm pretty sure the random leaf tannins in there would be bitter and poisonous to drink.

I would also say there's a "washed down tea-water" grey zone between water and tea, and it stays discoloured water until people are at least considering using it as a drink. In some languages, they even have a different word for water when it's just in the environment.
