Without points in gun skills, it will take a very long time to aim each shot. It's not really a FPS skill issue, but more that your ability to do things are heavily influenced by how you build your character.
that actually sounds very rewarding. I often cheese game mechanics due to skill or advanced movement and don't even realize it till I watch another player or just happen upon the original solution. being physically nerfed and slowly being allowed to use my actual skills sounds like a well made system to me.
