Maybe there's a good reason that I'm not a high-level Chinese politician, but if I was in China's position, I would say that "we would love to upgrade our relationship with you. But we have some obstacles.

Say, if you peacefully reunify with the DPRK, let them become the leaders of a united socialist Korea, and recognize that the south was always in the wrong, and we'll upgrade our relationship"
