Yup. This is one way they jack up illegal immigration numbers: treating kids as young as 3 or 4 as separate cases during deportation hearings. It also ensures the kids won't actually get a fair trial, since 1) they're kids and 2) they're being represented by PDs who might have 40 other kids they represent.
