Unfortunately there are many examples of people who shoot someone and don't get the concrete box treatment. This leads people to believe it will not happen to them.

Not as many as it may seem. The media only reports unusual cases. It's like lawsuits, you only hear about the crazy stuff *because it's crazy".3

Yes but there is so many 'crazy' things over the years in comparison to our nick of the wood that even cherry picking can account for.
