No. There is only one Korea, just 2 halves with different governments. Secondly, the DPRK is doing better than they have been in a long time, and the ROK's strict stratification is due to its genuine revolutionary potential. As the US Empire wanes, the ROK won't be able to brutally repress its working class as effectively. The "low birthrates" thing isn't going to cause the ROK to go extinct, it's a sign of the heightened contradictions in its colonized status.
