How did this happen? I have some experience with the romanization of Japanese, and while it's not perfect, the vowels are pretty close, and consistent. It seems like this is not the case with romanized Korean. How did the person (team?) in charge manage to screw up so badly? Did they not speak either of the languages or something?
A great question, but I don't know the answer. There have been numerous styles of romanisation of Korean, none of them perfect, but Revised Romanisation, the current best practice, is the one that has that particular flaw.
