That's a gopnik. Both Pepe and Tyler here are dressed and crouching as a gopnik, someone of the gopnik subculture.

The only connection to pepe is his mom saying "Tyler is some guy from a meme". Which is a very 'i don't get it but ok' type comment. Pretty sure he's just a gopnik, you can find a pepe version of anything.
