The private contractor gets about $100/ day per person, so they so have an incentive to make up numbers. $100k / day out of the $250B is a rounding error.

Nazis are horrible but since the 30s they’ve been making numbers up to look good to their superiors.

It’s part of why authoritarian regimes fail.
