Finally the game is playable on my 3080, nearly doubled my FPS in places. Went from 60-80 to capping out at my monitors 100 in most places I just ran around to test.

Edit - still lowers in a few cities. But no where near as much

Is that the only change? I already did this in nVidia Profile Inspector and didn't notice any difference in performance.
