how do you “endorse” this instance? Is it something that just anyone can do?

It looks like you have to be an instance admin.

From what I gather, instance admins file endorsements & censorships on other instances, listing their reasons.

It's nice that it's democratized, but it's not nice that one person can put you on the censor list.
