I think so too but movie industry is very powerful and can lobby to pass some legislation.

KoK mentioned something similar in his recent video. പാവം നിർമാതാക്കൾ എത്ര മാത്രം കഷ്ടപ്പെട്ടാണ് സിനിമ നിർമ്മിക്കുന്നത് എന്ന് ഏതോ ആക്ടർ ഒരു ഇൻ്റർ്യൂവിൽ പറഞ്ഞു. But these so called actors are the biggest expense in these movies.
