Groundhog Day's director, Harold Ramis, said he thought Bill's character was caught in a loop for about 10 years. Later he changed his mind (considering how much time it would take to learn all those skills) and revised it up to 30-40 years.

Let's be honest: Riker would've gotten the girl to bed with him in a week, tops.
