Could you elaborate a bit on graffiti example? I can't quite follow, I thought you mean that an empty wall may also be seen as a graffiti, but I am not sure if that's a correct understanding
Sorry, let me try again. The poster asked if it was really littering if it was a rock(but painted). I meant to use graffiti on a wall as a similar example. Unpainted rock=unpainted wall. Painted rock=graffiti.
Well, in regard to the visuals I would say that a painted rock doesn't harm much (although I'd also say that not every graffiti is bad either)
But your point about the paint being a source of plastic pollution seems more important. Maybe a biodegradable paint like oil (I'm sure not every pigment is biodegradable though) or chalk would do
