I don't know about that. They got what they wanted, a lot of money was made. Old military hardware stock was used up. I think if they could go back in time they'd do the same again.
It might not have worked for their interests in the longer term but I don't think they care about that.
I think there are different interests at play there. The military industrial complex obviously won't be sad about losing all the hardware, but the political class is very much not happy about the result. Especially given that they're now entering the election season and gonna have to run on a complete debacle.
