Older than that, this seems a bit like click bait, Intel secured a grant to build a chip plant in Israel in 2015. Actually there is a report from Reuters in 2014. Intel has had plants in Israel for decades. Back in 2014, a friend got hired by an Intel vendor to work in Israel.
Oh I was commenting about the performance gap and performance per watt gap. It's mostly usecase specific for each side now.
