This one is going over my head
They’re referencing the Fallout video game franchise. There’s a government referred to as the New California Republic, and their flag has a bear with two heads. Two-headed creatures mutated by radiation is kind of a running joke in the Fallout universe.
For the lazy, here's the flag in question
And it does look better, as all two headed animals on flags do.
Eagle on flag?
Boring. Cliche. Possibly a Romeaboo, aka a cryptofascist.
Two headed eagle?
Majestic.
Twice as imperial.
Possibly a Byzaboo, the correct option, East Rome Best Rome.
Which east Rome? The south east, the north east, the north less east, or the north less east again but more fascist?
The one that dealt with their political enemies in the most humane and effective way, blinding and castration.
