I think it's mostly Putin who believe time is on his side, because he believes the west will tire, and stop support for Ukraine.
But in reality time is very much on the side of Ukraine, because the Russian economy is deteriorating, and although slowly, the west is gearing up support for Ukraine, even without USA.
