They weren't just directed by Italians, they were also shot in Italy with multinational casts of mostly Spanish and German actors. And today we remember the classics like The Dollars trilogy, Compañeros, and Once Upon A Time in the West, there were loads of ultra cheap and crappy ones.

They were shot in both. There are ao many Westerns that are clearly filmed in the hills of Southern Italy with rows of shrubs.
