House is not an expansionist empire, he is not unyielding in power and control. The major reason the strip is fucked up is he gives the three families his vassals too much freedom and power to self govern. Everyone on the strip is an employee or a customer he doesn't have true subjects. He leaves them all to their own devices unless it impacts his master plan.
